CallTuv
CallTuv: “CallTuv lets you make cheap international calls to landlines and mobile numbers in 200+ countries from your web browser or mobile app. No SIM, no subscription required, no hidden fees.”
Can I call 911, 112 or 999 with CallTuv?
“Unfortunately not - calls to emergency numbers do not work on CallTuv and will not reach an emergency dispatcher. Always use a mobile phone with a SIM, a landline, or your phone's built-in Emergency SOS for anything urgent.”

“Emergency services depend on the carrier network to route your call to the nearest dispatch center and to pass on your location. CallTuv calls travel over the internet from anywhere in the world, so neither of those can be guaranteed, which makes an internet calling service the wrong tool for an emergency.”

“A mobile phone with a SIM is the safest choice, and emergency calls work on one even without credit and, in most countries, even without a SIM. A landline works too. Both iPhone and Android can also call emergency services straight from the lock screen using their Emergency SOS feature.”
